General Notes: On his father's death, after acceding as Khosrow I (531-579), heconcluded peace with the Byzantine emperor Justinian (532). Hereestablished Zoroastrian orthodoxy, and, although some persecution ofChristian communities occurred during periods of tension with Byzantium,the restoration of peace brought about a considerable amount of religioustolerance.

Khosrow I was one of the most illustrious Sasanian monarchs. From histime dates a new and more equitable adjustment of the imperial taxsystem. The levying of land revenue in kind was replaced by a fixedassessment in cash, and these assessments continued in force later underthe Arab administration. His reputation as an enlightened and just rulerwas high during his lifetime and later became legendary. When Justinian,in 529, closed the philosophy school in Athens, the last Neoplatoniststurned to Khosrow in hopes of finding in him the true philosopher-king.Though they were disillusioned by conditions at his court, theirgratitude was great when Khosrow obtained for them the
right to return. From 540 onward Khosrow had been conducting a long waragainst Justinian, which, although interrupted by several armistices,lasted until the 50 years' peace of 561. Khosrow also extended his powerto the Black Sea and inflicted heavy defeats on the Hephthalites. Thesemilitary successes were in part the result of several reorganizations ofthe armed forces and the chain of command that were achieved duringKhosrow's long reign.

Byname KHOSROW ANUSHIRVAN (Persian: "Khosrow of the Immortal Soul"), orKhosrow The Just (d. AD 579), Persian king who ruled the Sasanian empirefrom 531 to 579 and was remembered as a great reformer and patron of thearts and scholarship.

Rise to power.
Little is known of the early life of Khosrow beyond legends. One storysays that when Khosrow's father, King Kavadh, took refuge with theHephthalites, eastern neighbours of Iran, on the way (near the town ofNishapur) he married a peasant's daughter, who gave birth to Khosrow. Athis father's death Khosrow did not at first succeed him, but in astruggle for the throne he was successful and put to death his brothers.At the end of his father's reign, great social disorders had occurredbecause of a religious revolution of a sect called the Mazdakites.Khosrow first restored order and then launched reforms to transform thedeclining Sasanian empire.

Military campaigns.
Khosrow also reorganized the army and appointed four chief commanders toguard the four frontiers of Iran. On the frontier against the Byzantinesand their Arab allies in the Syrian Desert, against the peoples of thesteppes of southern Russia at the town of Derbent between the CaucasusMountains and the Caspian Sea, and to the east of the sea in the presentTurkmen steppes, Khosrow built defensive walls. The army, however, didnot remain on the defensive, for Khosrow's reign is noted for his warsagainst the Byzantines. In 540 Antioch was conquered and held for a shorttime by Khosrow. He brought many prisoners from Antioch and settled themin a new town near his capital of Ctesiphon, modeled on old Antioch. Inthe east, Khosrow, in alliance with the Turks, a new power in CentralAsia, crushed the Hephthalites, and he established a hegemony over manyof their principalities. The Sasanian frontier in the east reached theAmu Darya (Oxus River) during his reign.

He also fought extensively in Armenia and Lazica in the Caucasus.Furthermore, under his reign a Sasanian army conquered Yemen. Khosrowrelied on a professional army more than his predecessors, who hadsummoned feudal levies when they set out to war.

Patron of culture.
Khosrow was also a great patron of culture, and in 529, when the ancientacademy of Athens was closed, a number of Greek philosophers migrated tothe Sasanian empire, where they were well received by the ruler. Thelater famous medical school of Gondeshapur was probably started inKhosrow's reign, and the famous physician Burzoe is supposed to have beensent to India by Khosrow to gather Sanskrit books of learning to betranslated into the Middle Persian language. The game of chess reportedlywas also brought by him from India. Astronomy and astrology flourished atthe court of Khosrow, and one star table (called the zij-i Shahriyar),which was the basis of many later Islamic tables, is said to haveoriginated during the reign of Khosrow. Several works of Middle Persian,such as the Book of Deeds of
Ardashir (Karnamak), are attributed to this period. Likewise, somescholars claim that the codification of the Avesta, the sacred book ofthe Zoroastrian religion, as well as the creation of a special Avestanalphabet to record the text, took place at the order of Khosrow. Further,it is supposed that the stories and legends of ancient Iran were gatheredinto a Khwatay-namak ("Book of Kings") in the time of Khosrow and thusprovided the source for Ferdowsi's immortal epic much later. Some of thenames found in Ferdowsi's Shah-nameh appear among the royal family ofKhosrow, which indicates at the least an interest on the part of themonarch in ancient legends.

Perhaps more than fact, the stories told about Khosrow have made his namefamous in history. Almost any pre-Islamic structure in Iran whose originis unknown will be attributed to Khosrow by the simple folk. Undoubtedlyhe built many bridges, roads, and palaces, but much more is assigned tohim in legend. The famous palace with the huge arch, called Taq Kisra, inCtesiphon, near modern Baghdad, is said to date from Khosrow I, but thisis uncertain. Several collections of wise sayings of this monarch, aswell as stories about him, have been preserved in Arabic or New Persianversions. In them his reputation for justice as well as wisdom isconstantly cited. The splendour of the court and the glory of his reignprovided models for the later 'Abbasid court in Baghdad, and many of theinstitutions established by Khosrow were maintained in Islamic times,when Khosrow was hailed as the model pre-Islamic ruler to be emulated byMuslim princes.

King of the Ostrogoths and conqueror of Italy, b. Pannonia. He spent partof his youth as a hostage in Constantinople. Elected king in 471 afterhis father's death, he became involved in intrigues in which he was byturns the ally and the enemy of Byzantine emperor Zeno.

In 483 he was appointed imperial master of soldiers and in 484 wasconsul. It was probably to be rid of him that Zeno commissioned him tolead a campaign against Odoacer in Italy. Theodoric with his Gothic armyentered Italy in 488. He won battles at the Isonzo (489), at Milan (489),and at the Adda (490); he besieged and took Ravenna (493). Shortly afterOdoacer's surrender Theodoric murdered him.

Theodoric was now master in Italy; because of his great power he was ableto avoid Byzantine supervision and thus was more than a mere official.His title was that of patrician. His long rule in Italy was mostbeneficent; he respected Roman institutions, preserved Roman laws, andappointed Romans to civil offices, at the same time retaining a Gothicarmy and settling Goths on the land. He improved the harbors and repairedthe roads and public buildings.

He allied himself by marriage with Clovis the Frank (Clovis I) and withthe kings of the Visigoths, Vandals, and Burgundians. However, Clovis'sambition to rule all the Goths brought Theodoric into intermittentwarfare with the Franks; between 506 and 523 Theodoric was several timessuccessful in forestalling Frankish hegemony. An Arian, Theodoric wasimpartial in religious matters. The end of his reign was clouded by aquarrel with his Roman subjects and Pope John I over the edicts ofEmperor Justin I against Arianism, and also by the hasty execution of theRoman statesman Boethius, whom he accused of treason.

Theodoric is the prototype for Dietrich von Bern in the German epic poemNibelungenlied. His tomb is one of the finest monuments of Ravenna. Hewas succeeded by his grandson Athalaric, under the regency of Theodoric'sdaughter Amalasuntha.

The first Merovingian ruler was Clovis I, grandson of Merovech. Clovisbecame king of both the Salian and Ripuarian Franks. In addition, throughan aggressive policy of conquest supported by the church, Clovis enlargedhis kingdom until it included most of present-day France and part ofGermany. After his death in 511 the kingdom was divided among his foursons into Austrasia, Neustria, Burgundy, and Aquitaine.

The Carolingians held the office of mayor of the palace and after 639were kings in all but name. In 751 the Carolingian mayor of the palacedeposed the reigning king, Childeric III (reigned about 743-52), andassumed royal power himself as Pepin the Short, putting an end to theMerovingian dynasty.

Clovis I, in German, Chlodwig (circa 466-511), king of the Franks(481-511) and first important ruler of the Merovingian dynasty. Hesucceeded his father, Childeric I, as king of the Salian Franks. Hiscareer focused largely on forging the Salian Franks on the northern RhineRiver and the Ripuarian Franks on the lower Rhine into a single dominion.He began with a victory in 486 over Syagrius, the last Roman governor innorthern Gaul. By 493, when he married the Burgundian princess Clotilda(later canonized as St. Clotilda), Clovis had defeated many petty princeswhose territories had surrounded his capital at Soissons. He next cameinto conflict in 496 with the confederation of Germanic tribes known asthe Alamanni, who inhabited land east of his domains. He continued tofight the Alamanni, who were completely conquered by 506; the next yearthe Visigoths were decisively defeated when their king, Alaric II, waskilled by Clovis in a battle near Poitiers. Clovis made Paris the capitalof the Frankish kingdom, which at that time included most of present-dayFrance and southwestern Germany. According to Salian custom, he dividedhis kingdom among his four sons.

General Notes: SOURCES The only approximation of a connected account of the life of theemperor Anthemius is found in a verse panegyric delivered to him in Romeon 1 January 468 by the Gaul Sidonius Apollinaris, whose letters alsodiscuss several of the events of his reign. The Life of St. Epiphanius byEnnodius of Pavia also includes a revealing vignette of Anthemius. Andseveral sources, such as Procopius, provide rather full accounts of theVandal War of 468. Otherwise, Anthemius is known from terse referencesthat survive either in chronicles, such as those of the Spaniard Hydatiusand Count Marcellinus, or in extracts from writers whose complete worksdo not survive, such as the Byzantine writers Priscus, Candidus, and Johnof Antioch. In addition, three novellae ("new laws") issued by Anthemiusare extant. Taken together, these sources make Anthemius, after Majorian,the best known of the "shadow emperors."

FAMILY BACKGROUND Anthemius was born in Constantinople, perhaps ca.420.His maternal grandfather was a powerful senator, likewise namedAnthemius, who was Praetorian Prefect of the East from 405 to 414, consulin 405, and patrician. His father, Procopius, was Master of Soldiers ofthe East (422-424) and likewise a patrician; he was said to have beendescended from the usurper Procopius (365). Hydatius claims thatAnthemius had a brother, also named Procopius, but there is no otherevidence for this and it probably is a mistake. Circa 453, Anthemiusmarried Aelia Marcia Euphemia, the only daughter of the eastern emperorMarcian (450-457). The couple had four known sons: Anthemiolus, Fl.Marcianus, Procopius Anthemius, and Romulus.

EARLY LIFE Like his father, Anthemius engaged in a military career. Hewas made a military comes ("Count") after his marriage and workedrefurbishing the defenses on the Danube frontier, which was in a state ofdisruption after the death of Attila the Hun in 453. He does not seem tohave engaged in any combat. Upon his return to Constantinople in 454,Marcian granted him high honors, making him Master of Soldiers andPatrician, and nominating him for the consulate, which he held in 455with the western emperor Valentinian III ("hinc reduci datur omnis honos,et utrique magister / militiae consulque micat, coniuncta potestas /patricii...": Sidonius Apollinaris, Carmen 2.205-207). These honors,along with his marriage, would suggest that Marcian saw Anthemius as alikely successor to the throne. Indeed, the Byzantine chronicler JohnMalalas believed that Marcian actually did make Anthemius emperor:

"Furthermore, Marcian gave to Anthemius in marriage his daughter from anearlier marriage, and he made him emperor in Rome. From her Anthemius hada daughter, whom he placed with the Master of Soldiers Ricimer... WhileLeo was ruling, Anthemius reigned at Rome, whom Marcian had raised to theimperial power" (Chron. 368-369).

Either Malalas was simply wrong, or it may be that Marcian had in facttoyed with the idea of making Anthemius western emperor after thedeposition of Avitus in October, 456, but that his death in January, 457,prevented the plan from going any further.


After Marcian's death, any hopes that Anthemius may have had for imperialhonors were disappointed when the choice for the eastern throne fell uponLeo, a career soldier who held the rather modest rank of "Tribune of theMattiarii." Leo was the candidate of the powerful barbarian, and Arian,Master of Soldiers Aspar who, unable or unwilling to aspire to the thronehimself, hoped to name an undistinguished candidate whom he would be ableto manipulate, à la Ricimer in the west. Clearly, Anthemius was not inthis category. Under Leo, Anthemius continued as Master of Soldiers. InIllyricum, perhaps ca.460, he defeated a group of Ostrogoths commanded byValamer. Several years later, circa the winter of 466/467, he subdued agroup of Huns under Hormidac who had crossed the Danube and were raidingDacia.

ACCESSION Meanwhile, Leo was forced to contend with the Vandals. Foryears they had been raiding the coast of Italy, a circumstance that seemsto have caused little distress for the eastern court. But by 467 theVandal raids extended to Greece. The contemporary Byzantine historianPriscus reported,

"After the death of Valentinian [in 455], Gaiseric gained the support ofthe Moors, and every year at the beginning of spring he made invasionsinto Sicily and Italy, enslaving some of the cities, razing others to theground, and plundering everything; and when the land had become destituteof men and of money, he invaded the domain of the emperor of the east.And so he plundered Illyricum and most of the Peloponnesus and of Greeceand all the islands that lie near it. And again he went off to Sicily andItaly, and kept plundering and pillaging all places in turn..." (BellumVandalicum 5.22-24: Dewing trans., p.53)

Leo, to deal with this and other concerns, in the spring of 467 nominatedAnthemius to be emperor of the west, where there had been an interregnumever since the death of Libius Severus in 465.

Anthemius was dispatched with an army under the command of Marcellinus,Master of Soldiers in Dalmatia, and acclaimed emperor near Rome on 12April 467. Cassiodorus noted, "Anthemius was sent to Italy by the emperorLeo; he assumed the emperorship at the third milestone from the City atthe place called Brontotas" ("Anthemius a Leone imp. ad Italiam mittitur,qui tertio ab urbe miliario in loco Brontotas suscepit imperium": Chron.1283 s.a.467). Hydatius placed the event a few miles up the road:"Anthemius is named the forty- sixth emperor at the eighth milestone fromRome" ("Romanorum XLVI Anthemius, octavo milario de Roma, Augustusappellatur": Chron. 235). And Count Marcellinus noted simply, "Leo sentthe patrician Anthemius to Rome and established him as emperor" ("Leoimperator Anthemium patricium Romam misit imperatoremque constituit":Chron. s.a.467). The date is given by the Fasti vindobonenses priores(no.597, s.a.467): "his cons. levatus est imp. do.n. Anthemius Romaeprid. idus Aprilis."

For Leo, the appointment of Anthemius not only would have rid him of apotential rival, it also placed an experienced general in charge of thewestern phase of his proposed campaign against the Vandals. As forGaiseric, it gave him a pretext for stepping up his coastal pillaging.Procopius, for example, stressed the role played by the Vandals inAnthemius' appointment:

"Now, before this time Leo had already appointed and sent Anthemius asemperor of the west, a man of the senate of great wealth and high birth,in order that he might assist him in the Vandalic war. And yet Gaiserickept asking and earnestly entreating that the imperial power be given toOlybrius, who was married to Placidia, the daughter of Valentinian, andon account of his relationship well-disposed toward him, and when hefailed in this he was still more angry and kept plundering the whole landof the emperor"(Bellum Vandalicum 6.9: Dewing trans., p.57).

The return to a dual emperorship was celebrated in Constantinople by thedelivery of a panegyric by Dioscorus, the teacher of Leo's daughters, whowas later rewarded by being made Praetorian Prefect of the East.

In general, relations between the eastern and western courts seem to havebeen cordial throughout Anthemius' reign. In 468, Anthemius was accordedthe signal honor of serving as sole consul for the year (this also wouldhave matched Leo's sole consulate in 466), this being his secondconsulate. Anthemius' son Fl. Marcianus, moreover, not only held theconsulate in both 469 and 472 (although Bagnall et al., CLRE p.479, arguethat these are not the same person), but also married Leo I's youngerdaughter Leontia in 471. Throughout Anthemius' reign, moreover, east andwest each appointed one of the two consuls, and both consuls wereregularly recognized throughout the empire (see Bagnall et al., CLRE,pp.466-479).

Anthemius was faced with several problems. Much of the west, of course,was held by various barbarian peoples, and he really only controlledItaly. As an easterner, moreover, his rule was resented in some westernquarters, and he was sometimes mocked for his Greek origin. He also mayhave had pagan sympathies. Furthermore, the social and economic issuesfaced by Majorian had not been solved, and, indeed, had only grown moreserious. And a crucial question was how well Anthemius would be able tocooperate with the powerful Patrician and Master of Soldiers Ricimer, whohad become accustomed to making and unmaking western emperors, havingbeen responsible for the depositions of Avitus (455- 456), and Majorian(457-461), and for the elevation of Severus (461-465).

Anthemius sought to create a family bond with his barbarian general, andat the end of 467 a marriage between Ricimer and Anthemius' only daughterAlypia was celebrated. The festivities were described in a letter to afriend by Sidonius, who had just arrived at Rome on a mission from Gaul:

"As yet, I have not presented myself at the bustling gates of Emperor orcourt official. For my arrival coincided with the marriage of thepatrician Ricimer, to whom the hand of the emperor's daughter was beingaccorded in the hope of more secure times for the state. Not individualsalone, but whole classes and parties are given up to rejoicing... While Iwas writing these lines, scarce a theatre, provision-market, praetorium,forum, temple, or gymnasium but echoed to the cry of 'Talassio'! And evenat this hour the schools are closed, no business is done, the courts arevoiceless, missions are postponed; there is a truce to intrigue, and allthe serious business of life seems merged in the buffooneries of thestage. Although the bride has been given away, although the bridegroomhas put off his wreath, the consular his palm-broidered robe, thebrideswoman her wedding gown, the distinguished senator his toga, and theplain man his cloak, yet the noise of the great gathering has not diedaway in the palace chambers because the bride still delays to start forher husband's house. When this merrymaking has run out its course, youshall hear what remains to tell of my proceedings, if indeed thesecrowded hours of idleness to which the whole state seems now surrenderedare ever to end, even when the festivities are over"(Epist. 1.5.10-11:Dalton trans., 1.12-13)

Sidonius, therefore, hints that Alypia may not have been overjoyed at theprospect of an arranged marriage with what she may have perceived as anuncouth barbarian general.

General Notes: Origin and Early Career Flavius Theodosius was born at Cauca in Spain inabout 346 to Thermantia and Theodosius the Elder (so-called todistinguish him from his son). Theodosius the Elder was a senior militaryofficer serving in the Western empire and rose to become the magisterequitum praesentalis under the emperor Valentinian I from late 368 untilhis execution in early 375. As the son of a soldier, Theodosius waslegally obliged to enter upon a military career. He seems to have servedunder his father during his expedition to Britain in 367/8, and was thedux Moesiae Primae by late 374. Unfortunately, great controversysurrounds the rest of his career until Gratian had him hailed as hisimperial colleague in succession to the emperor Valens at Sirmium on 19January 379. It is clear that he was forced to retire home to Spain onlyto be recalled to active service shortly thereafter, but thecircumstances of his forced retirement are shrouded in mystery. Hisfather was executed at roughly the same time, and much speculation hascentred on the relationship between these events. A general consensusseems to have emerged, however, that the future emperor was forced intoretirement shortly after the execution of his father at Carthage inAfrica during the winter of 375/6. The same court faction which hadengineered the death of his father managed to persuade Valentinian todismiss him also, or so the consensus goes. This interpretation of eventsis incorrect, however, not least because it places far too much trust ina number of unreliable sources.

The answer to the mystery surrounding Theodosius' forced retirement liesin Ammianus' description of a severe defeat which Sarmatian raidersinflicted upon Roman forces in the province of Valeria in late 374 whenthey almost annihilated a legio Moesiaca, i.e. a legion from Moesia, anda legio Pannonica, i.e. a legion from Pannonia. These legions had beensent to intercept a party of Sarmatians who had been pursuing a seniorRoman officer named Aequitius deep into Roman territory, and wouldundoubtedly have triumphed had they acted together. But they failed toco-operate, and their quarrelling allowed the Sarmatians to catch themunprepared, defeating the legion from Moesia first, then the legion fromPannonia. Valentinian's reaction to this defeat can best be judged fromhis reaction to an earlier defeat which the Alamanni had managed toinflict on his forces in Gaul during the spring of 365. He sought outthose who had been the first to turn and run before the enemy and blamedthem for the subsequent defeat. He ordered the unit in question - theBatavi - to be stripped of their weapons and sold into slavery, and ittook the whole army to persuade him to relent. In this instance, thefirst of the two units to break and run had been the legion from Moesia.Hence Valentinian would have held their commanding officer responsiblefor the wider defeat, and, as the dux Moesiae Primae, Theodosius was theofficer ultimately responsible for this unit. Hence Valentinian dismissedTheodosius and sent him home to Cauca in Spain in the same manner, andfor the same reason, that the emperor Constantius II had dismissedValentinian himself in 357, or the magister equitum per Gallias Marcellusin the same year. He had found him guilty of cowardice.

The best explanation for the death of Theodosius the Elder is that he hadtried to intervene on behalf of his son, and Valentinian had had himexecuted as a result, most probably during the early new year of 375. Hisson regained his commission within the army only following the death ofValentinian himself on 17 November 375. He seems to have obtained aposition similar to that which he had originally held at his dismissal,that of dux Valeriae perhaps. He campaigned against the Sarmatians againin 376, during which he was promoted as the magister militum perIllyricum. He remained as magister militum per Illyricum from 376 until19 January 379 when the western emperor Gratian appointed him to succeedhis eastern colleague Valens who had been killed at the Battle ofAdrianople on 9 August 378. The fact that Gratian chose him as his newcolleague does not necessarily mean that he enjoyed a particularly goodreputation as the best general of his day. Gratian had effectively beenforced to choose him since he seems to have been the most senior officerof Roman birth available to him at the time.

Foreign Policy The problem confronting Theodosius immediately upon hisaccession was how to check the Goths and their allies who were continuingto ravage the Balkans. One difficulty was that they had spread beyond thediocese of Thrace into the dioceses of Macedonia and Dacia in theprefecture of Illyricum, which had traditionally belonged to the westernempire. The result was that Gratian surrendered the three dioceses of theprefecture of Illyricum to the temporary control of Theodosius for theduration of the Gothic crisis, while he himself returned to Trier inGaul. The date of this transfer is disputed, but it seems to have comeinto formal effect at the beginning of the new tax year on 1 September379 and may be presumed to have ended on 31 August 382. This leftTheodosius in control of the entire theatre of operations. Theodosiusleft Sirmium, the site of his accession, for Thessalonica in Macedoniawhich remained his base for the campaign seasons of 379 and 380. Gratianhad transferred some of his own officers and men to Theodosius in orderto assist him in his efforts to rebuild the eastern field-armies, whichhad been shattered at the Battle of Adrianople. These transfers includedhis comes domesticorum Richomer, who became Theodosius' magister peditumpraesentalis, a post which he retained until his death by illness in late392.

We are poorly informed about the exact sequence of events during theGothic war, but Theodosius' "general" Modares appears to have inflictedan important defeat upon the Goths somewhere in Thrace in 379. Theodosiusproved himself willing to recruit one group of barbarians into his armyto use against the other groups who remained hostile, but this was arisky strategy. In order to reduce the risk, Theodosius transferred someof these fresh barbarian recruits to Egypt in return for some of theexperienced Roman troops stationed there, during late 379 apparently.Nevertheless, a large number of his new recruits appeared to havedefected to the other side during the course of his campaign in 380, sothat he suffered at least one serious reverse. He left Thessalonica andentered Constantinople for the first time on 24 November 380. He was toremain in Constantinople, or its immediate vicinity, until late 387.During the winter of 380/1 he wrote to Gratian for his help against theGoths in Illyricum, and Gratian replied first by sending his "generals"Bauto and Arbogast against them, then by taking to the field himself.They appear to have succeeded in driving the Goths and their allies fromIllyricum and back into Thrace during 381. Theodosius, however, did enjoya propaganda coup when the Gothic chieftain Athanaric surrendered to himat Constantinople on 11 January 381, although he died only two weekslater. Theodosius finally reached a settlement with the remainder of theGoths on 3 October 382. The exact terms of this settlement have not beenpreserved, but it is clear that the Goths were granted the right tosettle large amounts of land along the Danube frontier in the diocese ofThrace and enjoyed an unusual degree of autonomy. Many came to serve inthe Roman army, but the terms of their service remain unclear. Manyvolunteered to serve on a full-time professional basis, while more wereobliged to serve only for the duration of a specific campaign. Theresults were that the Goths who settled within the empire remained aconstant threat to its internal stability. A substantial number of Gothictroops defected to the side of Magnus Maximus when Theodosius joined hisforces with those of the young Valentinian II at Thessalonica in 387 inpreparation for their joint campaign westwards against Maximus. These hidin the rough country about Thessalonica until Theodosius managed to drivethem back into Thrace during his return from the West in 391, where theyremained a threat as late as 392 when they managed to kill the "general"Promotus. One of their emerging leaders, Alaric, participated inTheodosius' campaign against Eugenius in 394, only to resume hisrebellious behaviour against Theodosius' son and eastern successor,Arcadius, shortly thereafter. Nor did the external threat cease. The"general" Promotus won a notable victory for Theodosius in 386 when hedefeated an attempt by Odotheus and his Greuthungian Goths to force theirway across the Danube.

The East remained relatively quiet under Theodosius. The Saracensrejected their previous treaty of 377 with the Romans and resumed theirraids once more along the frontier from Arabia to Syria in 383apparently. We do not know the reason for this revolt, but the magisterpeditum praesentalis Richomer appears to have crushed it in but onecampaign that year. As a result, the Salihids replaced the Tanukhids asthe dominant group among Rome's Saracen foederati. As for the Persians,Theodosius maintained good relations with a rapid succession of Persiankings during his reign. Armenia remained a potential source of conflictbetween the two powers until they reached agreement upon the division ofthis country in 387 when Theodosius sent his magister militum perOrientem Stilicho on an embassy to the Persian court. In accordance withthis agreement, the pro-Roman king Arsak retained possession of thewestern part of the country, while the pro-Persian king Khosro retainedpossession of the eastern part.

Civil Wars Theodosius fought two bloody civil wars in quick successionagainst the usurpers Magnus Maximus and Eugenius. Magnus Maximus was afellow Spaniard who even claimed to be a relative of Theodosius himself.Like Theodosius, he was also a pious Catholic. Hence there was no deepideological differences between the two. Magnus Maximus had been thecommander of a field army in Britain in 383 when he had led his troopsback to Gaul in an attempt to seize power. He forced Gratian to flee froman initial encounter near Paris, but was blamed for Gratian'sassassination near Lyons as he made for northern Italy. This was the onlycharge which Theodosius could seriously have held against him in 383,that he had risen to power through the assassination of a legitimateemperor. War between the two had not been inevitable, and the oratorThemistius undoubtedly exaggerates when he claims that Theodosius set outagainst him in 384 with the intention of avenging Gratian's death. Theyoung Valentinian II continued to rule the prefectures of Italy,Illyricum and Africa, which constituted a buffer-ground between theterritories of his two more powerful colleagues. An uneasy peaceprevailed until the late summer of 387 when Maximus sent his troops intonorthern Italy and forced Valentinian to retreat to Thessalonica at theeastern extreme of his territory. Yet while Maximus may have struck thefirst formal blow in this renewed bout of civil war, one suspects that hefelt compelled to act as he did much because of the growing influence ofTheodosius over Valentinian and his ministers. One notes that Theodosius'magister peditum praesentalis Richomer was the uncle of Valentinian'smagister equitum praesentalis Arbogast, who was effectively the solecommander of Valentinian's forces at this point. More importantly,perhaps, Valentinian had appointed Gildo as his comes Africae ca. 386,and Theodosius had attempted to win Gildo over to his cause by marryingNebridius, a nephew of the empress Flaccilla, to Gildo's daughterSalvina.The fact that Maximus suffered some sort of serious defeat atSicily during the initial stage of the civil war in 388, and that hecommitted a large number of men to naval operations off the southernItalian coast under the command of his magister praesentalisAndragathius, suggests that Theodosius was well rewarded for his efforts,that he did at least persuade Gildo to defect to his side and seizeSicily on his behalf. Whatever the case, Theodosius joined withValentinian at Thessalonica during the late summer of 387, at which timehe also married Valentinian's sister Galla. They launched a jointexpedition against Maximus during the summer of 388, defeating his forcesin pitched battles at Siscia, then Poetovio. They then forced their wayacross the Alps and captured Maximus himself at Aquileia. They had himexecuted three miles outside Aquileia on 28 August 388, and sent Arbogastto do the same to his son Victor in Trier. However, they spared his wifeand two daughters.

Theodosius spent about three years in Italy until he began his returntrip to Constantinople in the summer of 391. Valentinian now ruled thewhole of the western empire, but he was increasingly dominated by hismagister peditum praesentalis Arbogast, whose own arrogance increased thefurther Theodosius moved from the scene. Matters came to a head in 392when Valentinian tried to cashier Arbogast and Arbogast simply refused toaccept his command. Valentinian secretly wrote to Theodosius for hisassistance, but was found dead on 15 May 392. An uneasy peace followed asArbogast awaited the news of Theodosius' reaction to the death of hisbrother-in-law Valentinian; Theodosius tried to determine whetherValentinian really had committed suicide as alleged. Unfortunately forall concerned, Theodosius was still married to Galla, who refused toaccept that her brother had committed suicide. Worse still, Arbogast'sstrongest advocate at Theodosius' court, his uncle Richomer, was mortallyill. As a hostile judgement seemed increasingly likely, Arbogast struckfirst. He hailed Valentinian's magister scrinii as emperor on 22 August392 and quickly secured Italy for his cause. In contrast to hisacceptance of Maximus for several years, Theodosius refused to recogniseEugenius as emperor right from the start. He publicly indicated this byhis refusal to accept Eugenius' nominees for the consulship of 393 and byhis coronation of his second son Honorius as Augustus on 23 January 393.The war did not begin until the summer of 394 when Theodosius finallybegan his march from Constantinople. The war was decided by one decisivebattle on the banks of the river Frigidus in the foothills of the Alps on6 September 394. While Christian sources delight to recount how Godassisted Theodosius by sending a wind to blow his enemies' weapons backinto their faces, the crucial factor was surely the decision by a keysection of Maximus' army under the comes Arbitio to defect from his sideto that of Theodosius. So Theodosius triumphed and had Eugenius executed,while Arbogast committed suicide.

Religious Policy Theodosius was Catholic and received baptism at thehands of bishop Acholius of Thessalonica during the autumn of 380 whenserious illness threatened his life. Two days after his first arrival inConstantinople on 24 November 380, Theodosius expelled the "Arian" bishopDemophilus of Constantinople from the churches of that city andsurrendered them to Gregory of Naziaznus who happened to be the leader ofthe small Catholic or "Nicene" community there at the time. This wasgreatly resented and may even have resulted in an attempt to assassinatethe emperor. He also called a synod of 150 Catholic bishops who assembledat Constantinople in May 381. An early meeting of this synod, when allthe bishops had not yet arrived, elected Gregory of Nazianzus as the newBishop of Constantinople, but he was quickly forced to resign. The synodthen elected the senator Nectarius, who obviously enjoyed the strongbacking of the emperor himself, in his stead. Theodosius' early reignwitnessed the gradual expulsion of all heretical bishops from the townsand cities of the East and the transfer of all church buildings andproperty to their Catholic rivals. The depth of resentment which suchpolicies caused can best be judged by the fact that in 388 "Arian" mobsat Constantinople rioted and caused widespread damage in reponse to thefalse rumour that Magnus Maximus had inflicted a severe defeat uponTheodosius.

Theodosius continued to tolerate the traditional pagan practices andrituals which had enjoyed toleration from successive Christian emperorsthroughout the fourth century, i.e., almost anything which did notinclude blood-sacrifice or did not smack of treason against the emperor,until 391 at least. He then issued a series of laws which seemedeffectively to prohibit all pagan worship by forbidding visits to pagansites of worship or even the adornment in any manner of the images of thegods. This apparent change of policy on his part has often been creditedto the increased influence of bishop Ambrose of Milan. For in 390 Ambrosehad excommunicated Theodosius because he had ordered the execution ofseveral thousand of the inhabitants of Thessalonica in response to themurder there of his "general" Butherichus. Theodosius accepted hisexcommunication and even performed several months of public penance, soit is all too easy too imagine how he might have taken the time to reviewhis other "failings" also, including his continued toleration ofpaganism. However, the importance of these laws has been greatlyexaggerated. They were limited in scope, specific measures in response tovarious petitions and accusations and tell us less about Theodosius thanthe private agenda of many of the increasingly militant Christians whocould be found throughout his administration. Although he had voiced hissupport earlier for the preservation of temples or pagan statues asuseful public buildings or as works of art, in 391 he officiallysanctioned the destruction of the most famous of the temples in the East,the Serapeum at Alexandria. Bands of monks and Christian officials hadlong been accustomed to take the law into their own hands and destroyvarious centres of pagan worship, but the destruction of the Serapeumseemed to confirm that such actions had often enjoyed the emperor's tacitapproval at least, and served to encourage such action in the futurealso. Again, however, Theodosius had been effectively manipulated intosanctioning the destruction of the Serapeum by local officials who hadessentially engineered the crisis there for this very purpose.

Family and Succession Theodosius married twice. His first wife was theSpanish Aelia Flavia Flaccilla. She bore him Arcadius ca. 377, Honoriuson 9 September 384, and Pulcheria ca. 385. Theodosius honoured her withthe title of Augusta shortly after his accession, but she died in 386. Inlate 387 he married Galla, daughter of Valentinian I and full-sister ofValentinian II. She bore him Gratian ca. 388, Galla Placidia ca. 388/390,and died in childbirth in 394, together with her new-born son John. Ofhis two sons who survived infancy, he appointed Arcadius as Augustus on19 January 383 and Honorius as Augustus on 23 January 393. His promotionof Arcadius as a full Augustus at an unusually young age points to hisdetermination right from the start that one of his own sons shouldsucceed him. He sought to strengthen Arcadius' position in particular bymeans of a series of strategic marriages whose purpose was to tie hisleading "generals" irrevocably to his dynasty. Hence he married his nieceand adoptive daughter Serena to his magister militum per OrientemStilicho in 387, her elder sister Thermantia to a "general" whose namehas not been preserved, and ca. 387 his nephew-in-law Nebridius toSalvina, daughter of the comes Africae Gildo. By the time of his death byillness on 17 January 395, Theodosius had promoted Stilicho from hisposition as one of the two comites domesticorum under his own easternadministration to that of magister peditum praesentalis in a westernadministration, in an entirely traditional manner, under his younger sonHonorius. Although Stilicho managed to increase the power of the magisterpeditum praesentalis to the disadvantage of his colleague the magisterequitum praesentalis and claimed that Theodosius had appointed him asguardian for both his sons, this tells us more about his cunning andambition than it does about Theodosius' constitutional arrangements.

Theodosius' importance rests on the fact that he founded a dynasty whichcontinued in power until the death of his grandson Theodosius II in 450.This ensured a continuity of policy which saw the emergence of NiceneChristianity as the orthodox belief of the vast majority of Christiansthroughout the middle ages. It also ensured the essential destruction ofpaganism and the emergence of Christianity as the religion of the state,even if the individual steps in this process can be difficult toidentify. On the negative side, however, he allowed his dynasticinterests and ambitions to lead him into two unnecessary and bloody civilwars which severely weakened the empire's ability to defend itself in theface of continued barbarian pressure upon its frontiers. In this manner,he put the interests of his family before those of the wider Romanpopulation and was responsible, in many ways, for the phenomenon to whichwe now refer as the fall of the western Roman empire.

Over the next several centuries the Scots married intothe remaining Irish and local Welsh populations and established most ofthe Welsh dynasties, including the Morgans."

General Notes: THE NAME OF KHAN KUBRAT first appeared in Byzantine chronicles about 632when his tribe, the Unogonduri, threw off the Turkic oppression. Hesucceeded in uniting the Bulgar tribes in the lands north of theCaucasus, between the Kuban, the Sea of Azov and the Black Sea. For aboutthree centuries the Bulgars roamed the steppes of today's Romaniafighting with the neighboring nomadic tribes. Huns, Khazars and Turkicpeoples invaded the lands of the Bulgars. And the Bulgar flag, ahorsetail on a spear, was often seen cutting into enemy ranks duringtheir raids into Byzantium in the Balkans.

Khan Kubrat was the first to put a stop to the care-free (pillaging ofbarbarian raids. This Bulgar chief from the House of Dub felt vaguelythat in such crucial times the) were in need of unity. With foresight,patience and a statesman's will he laid the foundations of a military andtribal alliance. Its capital was Phanagoria on the Taman Peninsula.Byzantine chroniclers referred to it as Great Bulgaria. In this prototypeof a medieval state Khan Kubrat tied kinship and tribal chiefs' ambitionsinto an involved but historically justified knot, creating conditions fordevelopment and growth.

With time the nobles came to understand the Khan's insight: only a statesystem similar to that of Byzantium might unite the Bulgar tribes. Kubratmade peace with the mighty empire and was awarded the title of patricianby Emperor Heraclius. With the title, accompanied by generous gifts, thebasileus was hoping to keep the powerful Bulgarian ruler on his side.

Peaceful relations with Byzantium allowed the Khan to defend theindependence of Great Bulgaria against continual Khazar attacks. Thestate of Khan Kubrat, who is also mentioned as Kurt in the Name List ofBulgarian Khans, spread from the Kuban in the east to the rivers Donetsand Dnieper in the north and west and to the Sea of Azov and the BlackSea in the south.

There is a legend saying that as the Khan was dying, he ordered his sonsto fetch a bundle of sticks and told them to break it in two. When noneof the sons managed to break the bundle, the Khan took the sticks andbroke them one by one with his feeble hands. The sons understood theirfather's message: their strength depended on their unity. The Byzantinechroniclers Theophanes and Nicephorus wrote that Kubrat's bequest to hissons was to preserve the unity, "so that they would dominate everywhereand never become other peoples' slaves". The Khan died some time after651 as a powerful and respected ruler. The five sons, however, went theirseparate ways and Great Bulgaria gradually fell apart.

The firstborn son, Batbayan (Bayan), stayed in his native land and wassoon subdued by the Khazars. The second son, Kotrag, founded a state inthe confluence of the Volga and the Kam, which survived until thebeginning of the 13th century. Kuber led part of the Bulgars to Pannoniaand settled in Macedonia. Altsek and his group of Bulgars reached Italy.

The fifth son, Asparukh, was elected to further the work of his father.He led one of the Bulgar tribes west to the Danubian delta where he laidthe foundations of the Bulgarian state, which was to survive for 13centuries. By so doing, Asparukh (or Isperikh) fulfilled the bequest ofhis father.
